Manages the ministry's budget, payments, payroll and accounts, and answers audit queries. A common service department, it serves every other department.

Its responsibilities
- Seeing that staff follow the financial regulations and the accounting code
- Supervising the disbursement of funds and accounting for revenue
- Advising the accounting officer on financial matters
- Keeping the books of account and ledgers
- Sending returns on time, such as monthly accounts and bank reconciliations
- Preparing and defending the budget, and comparing it with actual spending
- Keeping an audit query unit that answers the Internal Audit Unit, the Accountant-General, the Auditor-General and the Public Accounts Committee
- Training the department's staff
